Dover follows the Tuscarawas River near the mouth of Sugar Creek, and with 13,112 residents at the 2020 census it is a principal city of the New Philadelphia-Dover micropolitan area. Its 5,366 households live in 5,766 homes, with married couples heading 46.7%, and fewer than one owner home in a hundred (0.9%) sat empty at the count.

The town was first named Canal Dover for its place on the Ohio and Erie Canal. The land was platted in 1807, with Christian Deardorff and Jesse Slingluff recognized as its founders, and the post office opened in 1815. Canal construction from Massillon reached Canal Dover in 1829 and continued to Newark in 1830; in all, 15 locks were built in Tuscarawas County. Canal Dover incorporated as a village in 1842, became a city under the state's 1903 municipal code and officially changed its name to Dover on February 12, 1916.
Dover grew from 598 people in 1840 to 5,422 in 1900 and 9,716 in 1930, then reached 11,300 in 1960. Its oldest streets have houses with narrow detached garages, often with extension springs and doors that were never insulated. Homes from the middle of the century have attached single and double garages, and newer houses at the edge of town have larger doors with heavier torsion springs. Dover sits where Sugar Creek meets the Tuscarawas, so winter here is damp as well as cold. Moisture pits the coils of each spring and every hinge pin, and a wet bottom seal freezes to the slab overnight. Pressing the button against a frozen seal is how a lot of opener gears end up stripped.
On an icy morning, rock the door free by hand first. Each autumn a maintenance visit cleans off the grit, lubricates every pivot and checks spring balance, cables and the auto-reverse.
Dover and New Philadelphia sit side by side and are known as twin cities, and each year Dover High School meets the New Philadelphia Quakers in a football game played every year for over a hundred years, the fourth longest-running football rivalry in Ohio. Dover City Schools run three elementary schools, a middle school and Dover High School, the district's only secondary school. The two schools have met 120 times since 1896. In May 2018 the city broke ground for a new high school on the N. Walnut Street site, and a time capsule sealed in the old building's 1915 cornerstone was recovered in 2019 and saved for the new one. Dover's teams have state titles in boys basketball (1927 and 1933), girls golf (2014) and softball (2025), and the school's alma mater was written by L. H. Alexander.
The Dover Public Library began in 1902 as a benefit a local sheet and tin plate company offered its employees, and in 1907 the company turned it over to the community as a true public library. After stays on Front Street, in the old Downey residence, in the basement of a new high school and in a converted house, it moved into its present building at 525 N. Walnut Street, which opened in 1955. Renovations followed in 2001, 2015 and 2018, and today the library has nearly 17,000 cardholders across the Tuscarawas Valley.
Dover's notable people include Olympic swimmer Hunter Armstrong, a gold medalist in the medley relay at the Tokyo 2020 Games, mathematician Elwyn Berlekamp, Pixar animator and director Bob Peterson, playwright and actor Elliott Nugent and basketball coach Ray Mears.
